0% is a placeholder most likely.
To me is seems that whether the 4 set bonus is worth it or not will depend on the actual mechanics - if the proc is calculated at the moment we fire the shot, then we are able to choose which special to use it on, it's good. If the proc is caluclated on hit, then it will be consumed automatically, less fun less good.

Comparing with T11(4piece) it doesnt look too good. As you say Lamme, it depends on wheter it's calculated on shot or hit.
Its a huge difference in getting a free Kill Command/Aimed Shot vs a free Arcane Shot.
