Patch notes, t7 is dead.
t7:
Scourgeborne battlegear 4-piece set bonus : The runic power gain has been reduced to 5 runic power from 10 runic power.
t8:
Darkruned battlegear 2-set bonus: Now gives 8% crit to coil and frost strike, up from 5
Anyone who thinks the sky is the limit ... has limited imagination !
