Based on Baleroc 25H, retribution is 15th DPS spec on the fight with average of 30539 dps. (Source)
Based on the top 10 rankings, Censure dot did on average 7,17% of their dps.
-> 40% * 7,17% = 2,868% dps increase
-> 102,868% * 30539 dps = 31414 dps
The buff should push them above feral druids and just below frost DKs on that fight, still being 14th - so bit "below the pack".

Think it will be enough?
For what? To be top 5? No where near enough. Besides the whole spec is a mess, so damage buffs are only band aid fixes.

So, how's retribution guys? Same crappy mechanics, more damage? I hear it's dps is competitive nowadays.

Ret is dead and buried for me. Theory aka simulation for a static encounter is good, live raid is totally different.

From theoretical standpoint - ninth best dps spec out of 21, so middle of the pack.
From practical point of view - little bit hard for us to say, granted we have no luck with stable, raiding, retribution paladins. Burst is supposedly pretty good, which comes in handy on many occasions in DS.
Not the class to get ranked as world best dps on nay particular fight, but that is dominated by mages, rogues and warriors.

I have the WoW "bug" itching now and then, but i just remembered i removed it from my pc and the cds are back in Portugal
