WF tip
A windfury proc has a 3 sec CD on it disallowing your off hand weapon to proc after your mh weapon procced so cast at lvl 60 rank 4 on your mh weapon to get a "Rank 4 WF proc" and rank 3 on your offhand so the rank 4 proc won't stop your off hand weapon to proc aswell.
Only for DW.

Though it might be changed. A blue posted on the shaman forums, that they were going to look into it. It should be ok to do rank 4 on both weapons imo
