What does this mean?

"The chance of a discovery occurring while making potions has been substantially increased."

From the patchnotes. A "discovery" ?

alchemy.
everytime you make a pot or a transmute, you have a chance of suddenly learning a new craft. like flasks. it only seems natural that the chance has been increased now that flasks are nerfed
