yea, but it now also adds a silence.. not the best bonus if you ask me, but better than 0.1 sec less time to cast cyclone.. atleast they tried

senario: 2v2 arena.

Now:
you see healer start to cast heal, you use maim, your team mate dmg the healer, breaking the stun, healer casts his heal.

2.3:
you see healer start to cast heal, you use maim, your team mate dmg the healer, breaking the stun, healer is silenced, and cant cast heal.

ohh, and there seems to be a bug.. all shoulders require 2k rating, exept restoration shoulders:
